Bicycle Helmet Use Laws: Lessons Learned From Selected Jurisdictions

PRODUCT TITLE:
Bicycle Helmet Use Laws: Lessons Learned From Selected Jurisdictions

REASON FOR DEVELOPMENT:
Various bicycle helmet laws have been enacted with varying provisions (some for minors only, some for all bicyclists) and at different levels of government (State, city, and county jurisdictions). Little is known about the passage, enforcement, and effectiveness of bicycle helmet laws in the United States. This report investigates some basic questions about bicycle helmet use laws:

  1. How do different facets of bicycle helmet laws influence a law's effectiveness?
  2. Is the effectiveness of helmet laws being measured?
  3. Which factors may be most significant in increasing the effectiveness of bicycle helmet laws?
  4. Why do some jurisdictions evaluate their laws and others do not? In summary-what is working and why?

FORMAT:
The report consists of eight sections:

  1. Executive Summary
  2. Introduction and Objectives
  3. Method and Approach
  4. Chart Summarizing Jurisdictions Profiled
  5. Analysis
  6. Profiles
  7. Legislative Language
  8. Appendices

Because of the large size of this report, it will be posted on the NHTSA Web site and otherwise available as a CD-ROM.

Researchers, highway safety specialists, traffic safety advocates/partners, national bicycle organizations promoting bicycle safety and helmet use, and all others considering pursuing bicycle helmet legislation and providing guidance for questions for future research.
